Carina Solmirano
Head, Arms Trade Treaty Secretariat
Carina Solmirano

Gender equality is not peripheral to arms control; it is essential to building safer and more resilient societies. As Head of the ATT Secretariat, I will use my leadership to deepen the integration of gender perspectives across our work, amplify women’s leadership in the field, and foster an institutional culture that embodies the inclusive world we aim to promote.

I support the IGC Panel Parity Pledge.

I support the IGC gender-based violence pledge.

Personal Commitments

I will advance the systematic incorporation of gender perspectives across Arms Trade Treaty processes. This includes supporting States Parties in implementing Article 7(4) on preventing gender-based violence, promoting the use of gender-disaggregated data, and ensuring that ATT assistance activities and working group discussions address the differentiated impacts of arms transfers on all people.
I will work to strengthen women’s leadership and meaningful participation in ATT-related diplomacy. This includes striving for gender-balanced representation in panels, expert meetings, and side events, ensuring that Secretariat-hosted activities model inclusive practices, and encouraging States Parties to nominate and support women experts across all levels of ATT engagement.
