As international efforts to ensure stability and responsible state behaviour in cyberspace gain momentum, the integration of gender perspectives into cyber policy and practice remains a critical, yet often overlooked, priority. This event marks the launch of a new publication by the OAS Cybersecurity Section and UNIDIR, which offers a gender-responsive interpretation and implementation framework for the eleven UN norms of responsible state behaviour in cyberspace.
Anchored in the Women, Peace, and Security Agenda and informed by regional case studies from the Americas, this report introduces a novel approach that not only highlights how existing cyber threats may impact people differently based on gender, but also provides actionable guidance to support more inclusive, equitable cybersecurity governance.
The panel brings together experts from across the multilateral, diplomacy, policy, and research communities to discuss the report's findings, explore good practices in gender-responsive cybersecurity policies and practices, and identify concrete steps for mainstreaming gender equality in cyber governance at national and international levels through the implementation of the 11 norms of responsible State behaviour in cyberspace.
